The ancient Hebrew Calendar began with creation, the CREATOR created the moon, sun and stars to measure times and seasons ("AND THE POWER SAID , LET THERE BE LIGHTS IN THE FIRMAMENT OF THE HEAVEN TO DIVIDE THE DAY FROM THE NIGHT: AND LET THEM BE FOR SIGNS, AND FOR SEASONS, AND FOR DAYS, AND YEARS: AND LET THEM BE FOR LIGHTS IN THE FIRMAMENT OF THEHEAVEN TO GIVE LIGHT UPON THE EARTH: AND IT WAS SO. AND THE POWER MADE TWO GREAT LIGHTS; THE GREATER LIGHT TO RULE THE DAY, THE LESSER LIGHT TO RULE THE NIGHT: HE MADE THE STARS ALSO. AND THE POWER SET THEM IN THE FIRMAMENT OF THE HEAVEN TO GIVE LIGHT UPON THE EARTH. Take note: when the CREATOR created the heaven and the earth and the earth was without form or void, there was no light, there was only darkness. The CREATOR then created light and saw that it was good (GENESIS 1:1-4) This is why the LUNA PHASE was used to measure times and seasons because darkness was first and then he created light and this made the first day (AND THE POWER CALLED THE LIGHT DAY, AND THE DARKNESS HE CALLED NIGHT. AND THE EVENING AND THE MORNING WERE THE FIRST DAY. GENESIS1:5). The one thing that should stick out is "THE EVENING AND THE MORNING WAS THE FIRST DAY” Time was calculated using the Luna phase which was known as the HEBREW SACARED CALENDAR. This was a way for the Israelites to keep their High Holy days appointed to the CREATOR (LEVITICUS 23).

Hebrew months run from new moon to new moon
"AND IT SHALL COME TO PASS THAT FROM ONE NEW MOON TO ANOTHER, AND FROM ONE SABBATH TO ANOTHER, SHALL ALL FLESH COME TO WORSHIP BEFORE ME SAITH THE CREATOR." ISAIAH 66:23
"These are the feasts of Yahowah, even holy convocations, which you shall proclaim in their seasons."

PROPHECY
The Prophet Daniel was during the Babylonian Captivity 597 B.C. and the Medo-Persia Captivity 539 B.C. When he began the interpretation of the kings (Kingdoms/beast) that are to rule on earth until the time of Elohim (God) of heaven sets up his kingdom. When Daniel did the interpretation of the Fourth beast of the world he spoke and said:
"And he shall speak great words against the Most High, and shall wear out the saints of the Most High, and think to change times and laws: and they shall be given into his hand until a time and times and dividing of time." DANIEL 7:25
This prophecy shows that it is accurate and has come to pass, because in 46 B.C. Julius Caesar issued a decree to change the Roman calendar from Luna to solar and 45 B.C. Julius calendar took effect, this caused time to change because instead of measuring times and seasons by starting with the moon first, as intended in Genesis 1:14-19, Julius decree changed time to be measured by the solar system.
THE CHANGING OF TIME
The Roman calendar was before the Julian calendar. It is believed to have been a Luna calendar invented by Romulus the 1st king of Rome in 753 BC. The calendar started its year in March and had 10 months.
6months of the 10 months had 30 days
4months of the 10 months had 31 days
The winter season was not assigned to any months and the calendar year only lasted 304 days (with 61 days uncounted for in the winter) The Roman calendar changed its form several times between the founding of Rome and the fall of the Roman Empire.
The calendar used after 46 B.C. was the Julius Caesar calendar. Caesar was born July 13, 100 B.C. he became ancient Rome’s most famous figure. Julius consulted with Sosigenes an Alexandrian astronomer to create a civil calendar based on the earth's revolutions AROUND THE SUN. In 46 B.C. Julius issued a decree changing the Roman calendar from Luna to solar, and in 45 B.C. Julius Caesar calendar took effect. Being that, this calendar introduced an error of 1 day ever 4 years in the month of February it was superseded by the Gregorian calendar.
In 1582 the Gregorian calendar, also called the Western calendar and the Christian calendar, was a refinement to the Julian calendar. The Gregorian calendar has the same months and month lengths as the Julian calendar, but inserts leap days according to a different rule. The motivation for the reform was to bring the date for the celebration of Easter to the time of the year in which the First Council of Nicaea had agreed upon in 325 AD. Because the celebration of Easter was tied to the spring equinox, the Roman Catholic Church considered this steady drift in the date of Easter undesirable. The reform was adopted initially by the Catholic countries of Europe.

Julius Ceaser
In 1582, Pope Gregory XIII ordered a new calendar (the Gregorian Calendar) to replace the old Julian Calendar. The new calendar set New Year's Day
